The modernization contract is signed. Now, what to do about the legacy data?

Multiple Legacy Systems Retired for the U.S. Navy

Zero Records Lost

SOC 2 Compliant

37 Years in Operation

Modernization mandates  agencies to move onto new systems. But the data inside the old systems can’t just disappear. It issubject to audit, retention, and research requirements that can run for years after the system itself should be gone. For the prime contractors and agencies supporting these systems, the legacy information obligation is often where the project can stall or become expensive.

OCIE has solved exactly this, at scale, for the U.S. Navy. We retired their legacy travel systems by capturing their outputs and historical records into a single trusted repository. The old systems were shut down – keeping their legacy information accessible, viewable, and audit-ready.

The legacy information barrier in modernization programs

Agencies and the contractors serving them keep hitting the same obstacles:

Migrating years of historical records into the new platform is complex, costly, and often outside the contract’s scope.

Auditors and end users still need to retrieve historical documents, in their original form, long after the source system should be retired.

Maintaining old systems just for historical lookups drains program budgets and will eventually fail.

Auditors need viewable records, users need fast lookups, IT needs portable data formats. One solution has to satisfy all of them.

How OCIE clears it

OCIE captures and archives all system generated outputs, such as, documents, reports, and necessary supplementary data, regardless of the original system or format, into a browser accessible, secure repository. The legacy systems get retired, but The information remains.

Capture outputs, not just data.

OCIE stores both the structured data elements and read-only images of the original forms, so auditors see records exactly as they were presented.

Fast, automated lookups.

DataDigger, when combined with DataStore, powers complex queries against historical records, the kind agencies ask when tracking a history or negotiating rates.

Portable, future-proof formats.

Data can be stored in portable formats so IT can re-import it into another system if a future need arises.

Audit-ready by design.

A single trusted repository of fixed content, with the access controls and retention an examination demands.

NAVSEA Legacy Travel System Conversion

The Navy was supporting more than 2,500 computer applications across its installations, many custom-built, many unsupported. As part of its consolidation under the NMCI contract, NAVSEA needed to retire three separate travel systems while keeping six-plus years of travel orders and vouchers fully queryable and audit-ready. The alternative, keeping the legacy hardware running for another 75 months, was cost-prohibitive.

OCIE captured every data element and read-only images of every historical travel form, satisfied three different departments’ requirements at once, and configured DataDigger for the complex lookups Navy Command needed.

“OCIE captured all the information from our legacy applications and it also automated our complex queries and lookups… Today we can answer complicated questions quickly and easily.”

This is the kind of past performance that matters when you’re evaluating a partner for a federal or state modernization program: a proven, repeatable conversion methodology, delivered without losing a single record.

Working with OCIE on government programs

OCIE supports government work through established partner channels and brings a documented track record, security posture, and conversion methodology to the table, the past-performance evidence these programs require. Whether you’re a prime contractor with a legacy data obligation or an agency planning a system retirement, we can show you how the Navy approach applies to your program.
